CPU or RAM for high capacity service? [duplicate]

i want to rent a server for a high capacity service. i have 100,000 active
users(Mobile APP) that every 1 hr all of them sends some request to server
and receive some small data. for this i have a question, i need more RAM
or more CPU? which of them must has more size and efficiency for better
response to requests. i know two of them is important but i have to know
which is more important.
